Justin was born in Belfast, Northern Ireland. As a young boy, he and his family moved to Canada in 1967 spending their first year in Flin Flon, Manitoba before making Winnipeg home. 

Justin’s many talents are reflected in his wide ranging career experience having spent time as a heavy equipment operator, an exporter of domestic and foreign vehicles and light trucks, and as an associate music producer. He devoted a large part of his professional career to providing treatment foster care to youth with mental health issues involved in the Criminal Justice System. His efforts provided non-custodial situations for individuals who could be managed in the community rather than being incarcerated for reasons beyond their control. He remains a strong advocate for the needs of this oft neglected part of society.

In 2000, Justin pursued his long held passion for civic issues when he went to work at City Hall as Executive Assistant to then City Councillor John Angus.  After observing the City’s government from the inside, Justin decided to enter public life because he believed that he could make a difference. He campaigned in the 2005 St. Norbert Ward by-election and was sworn into office in April of that year.  St. Norbert voters have twice re-elected him in 2006 and 2010. 

As a City Councillor, he has held several posts in the Mayor’s Cabinet serving as Chair of the Property & Development Committee, Chair of the Finance Committee and Chair of the Alternative Service Delivery Committee.  He has been Deputy Mayor since 2008 and serves as Chair of the Downtown Development Committee.

Justin and his wife Diana live in St. Norbert with their son Shayne.
